<p>Here’s what we’re facing.  On or about September 30, Congress will  consider a “continuing resolution” (CR) to fund the government from  October 1, 2011 to September 30, 2012.</p>
<p><strong>Well, you can be  sure about this &#8212; when it comes to funding the government, any bill  passed by Congress will NOT be neutral on the Second Amendment</strong>:</p>
<p>* Either the CR will fund the anti-gun ObamaCare program … or it will explicitly prohibit ObamaCare from being funded.</p>
<p>* Either it will fund ATF’s illegal efforts to register multiple  sales of long guns in the southwest … or it will explicitly prohibit  those activities from being funded.</p>
<p>* Either it will fund the Obama administration’s illegal efforts to  block the importation of shotguns and rifles … or it will explicitly  prohibit these bans from being funded.</p>
<p>* Either it will fund negotiations at the United Nations to produce a  small arms treaty that will license firearms, ban semi-autos, and ban  tiny modifications of firearms … or it will explicitly prohibit those  negotiations.</p>
<p>Barack Obama can veto the CR.  If he does so, his wretched administration will be shut down.</p>
<p>But the House of Representatives also has a veto, as it can refuse to  send an anti-gun CR to the Senate.  So the message is that Congress  needs to reject any CR which:</p>
<p>* Does not defund ObamaCare;</p>
<p>* Does not defund the illegal multiples sales regs;</p>
<p>* Does not defund the illegal shotgun and rifle import bans;</p>
<p>* Does not defund the UN negotiations to license American gun owners.</p>
<p>We can tell you right now that there will be some congressmen who  will say:  “Sure, I voted to fund ObamaCare.  But that doesn&#8217;t mean I  support ObamaCare.”</p>
<p>That is a lie.</p>
<p>There are congressmen who will say:  “Sure, I voted to fund the  registration of long guns. But that doesn’t mean I support the  registration of long guns.”</p>
<p>That is a lie.</p>
<p>There are some who will say:  “Sure, I voted to fund the bans on  importing shotguns and rifles. But that doesn&#8217;t mean I support those  import bans.”</p>
<p>That is a lie.</p>
<p>And there are some who will say:  “Sure, I voted to fund UN  negotiations to register gun owners.  But that doesn’t mean I support  gun registration.”</p>

<p>Judge Rosemary Collyer said the  dealers, backed by the National Rifle Association, had not sufficiently  shown they would suffer irreparable harm without a preliminary  injunction. She scheduled an October hearing on a permanent injunction.</p>
<p>The  Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) ordered more  than 8,000 gun dealers in Texas, Arizona, New Mexico and California to  report the sale within five business days of two or more rifles to the  same person.</p>
<p>The Obama administration issued the reporting  requirements to try to stem the flow of weapons across the border to  violent drug cartels in Mexico. Mexican officials have complained  bitterly about guns illegally coming from the United States.</p>

<p>She was a district attorney and a Republican candidate for governor when  she first went through training and qualified to carry a concealed  weapon. Her spokesman, Greg Blair, said Martinez&#8217;s personal and professional  experiences motivated her to arm herself.</p>
<p>Not only was she a prosecutor, but her husband, Chuck Franco, was undersheriff of Dona Ana County.</p>
<p>&#8220;Since she and Chuck both made careers out of taking on dangerous and  violent criminals, she decided to get her concealed-carry permit for  personal protection, especially when traveling alone or at night on the  campaign trail,&#8221; Blair said.</p>
<p>As governor, Martinez has a security detail, but she still chooses to carry a weapon, Blair said.</p>
<p>One of Martinez&#8217;s Republican colleagues, Gov. Rick Perry of Texas, has also carried a handgun.</p>

<p>he fight began with a bureaucratically worded “Emergency Notice of  Information Collection Under Review,” published in the Dec. 17 “Federal  Register”—the daily publication where all proposed federal rules make  their debut. It announced that the Bureau of Alcohol, Tobacco, Firearms  and Explosives plans to require federal firearms licensees in the border  states to begin reporting all transfers “of two or more rifles within  any five consecutive business days with the following characteristics:  (a) Semi automatic; (b) a caliber greater than .22; and (c) the ability  to accept a detachable magazine.”</p>

<p>A bill to give Texas gun owners the freedom to publicly  tote their guns has passed a crucial hurdle, being approved by a House  committee, but that might be as far as the proposal goes this session if  it doesn&#8217;t make its way onto the crowded House calendar in the next few  days.</p>
<p>With just three weeks left in the session, Thursday is the  last day for the House to give preliminary approval to nonlocal bills  and joint resolutions, such as House Bill 2756, which allows the open  carrying of guns. Countless bills will be competing for space on the  calendars as each of the legislative deadlines come up.</p>

The next step is a vote by the full Senate, which approved a  similar bill in 2009.The bill prevents universities from banning  concealed handgun license holders from carrying their weapons into  college buildings and classrooms.A similar bill is awaiting a vote in the House, where it is expected to pass. Gov. <div>Barack Hussein Obama and his Socialist cadre, in their enthusiasm to &#8220;fundamentally transform the United States of America,&#8221; have redoubled efforts to do what all tyrannical governments <em>must</em> do to establish absolute state supremacy and usurp Rule of Law<a href="http://patriotpost.us/alexander/2009/09/03/essential-liberty-part-1"></a> &#8212; disarm the people.</div>
<p>Leftists accomplish this through incremental implementation of gun  confiscation measures, most of which are overt political machinations.  These include legislation written and promoted by Leftist groups such as  the American Bar Association, Physicians for Social Responsibility, the  Coalition to Stop Gun Violence, the Violence Policy Center, Mayors  Against Illegal Guns, and the Brady Campaign.</p>
<p>Current legislation under consideration includes H.R. 308 to limit  rounds in magazines, S. 35 to lock in gun show registrations, S. 436  designed to &#8220;fix gun checks,&#8221; and, most disturbing, the reauthorization  of Section 215 of <cite>The Patriot</cite> Act, which permits the FBI to  seize gun sale records (4473&#8242;s) pursuant to &#8220;an authorized  investigation.&#8221; Regarding the latter, the Inspector General estimated  that between 2003 and 2006, the FBI exceeded its authority under Section  215 in more than 6,000 instances.-[<a href="http://patriotpost.us/alexander/2011/03/31/obamas-assault-on-weapons/" target="_blank">source</a>]</p>

<p>PHOENIX  (Reuters) &#8211; A planned Obama administration clampdown on Mexico border  gun dealers which would require them to report multiple assault rifle  sales has been delayed by the White House amid stiff opposition from the  powerful gun lobby.</p>
<p>The U.S. Bureau of Alcohol, Tobacco, Firearms  and Explosives said last month it would tighten reporting requirements  to help agents gather intelligence to target smugglers running  high-powered rifles to Mexico, where 30,000 people have been killed in  drug cartel violence since 2006.</p>
<p>The measure would require around  8,500 gun dealers in Arizona, California, New Mexico and Texas to report  sales of two or more high-powered semi-automatic rifles with detachable  magazines to the same person within a five day period.</p>
<p>The White  House Office of Management and Budget was expected to approve the  emergency rule change on Wednesday.
