<p>The disclosure is found in the text of a statement to the First  Committee of the 66th session of the UN General Assembly, delivered by  Laura E. Kennedy, the permanent United States representative to the  Conference on Disarmament. CCRKBA obtained a copy of the statement.</p>
<p>In her statement, Kennedy recalls that the United States in 1997,  under the Clinton administration, signed the Inter-American Convention  Against the Illicit Manufacturing of and Trafficking in Firearms,  Ammunition, Explosives and Other Related Materials. However, the Senate  never ratified the document, and there was no interest in pushing the  treaty during the Bush administration. American firearms rights  activists have steadfastly fought against inclusion of small arms in any  such treaty.</p>
<p>“More than half the members of the Senate have already advised Barack  Obama that they will not ratify any treaty that threatens the Second  Amendment rights of American citizens,” noted CCRKBA Chairman Alan  Gottlieb, “so it’s not clear why he is – according to Kennedy’s  revealing statement – suddenly seeking Senate ratification of this  measure.</p>
<p>“If the Obama administration is this eager to push adoption of a  treaty that’s been gathering dust for eleven years,” he added, “one can  only imagine how fast this president will want to see action on the  proposed global Arms Trade Treaty.</p>
<p>“This suggests that Obama fears he may be a one-term president,”  Gottlieb stated, “and he feels a compelling need to finally bring his  anti-gun agenda to the surface and push it through. <p>Currently, guns are prohibited on Corps land, even when firearms  possession is otherwise allowed by state law.  Rep. Bob Gibbs (R-OH)  introduced legislation—the Recreational Lands Self-Defense Act (H.R.  1865)—to allow state law to govern firearms possession.</p>
<p>You may recall that in July, Rep. Paul Gosar (R-AZ) offered similar  language as an amendment to an appropriations bill.  Gosar’s amendment  passed the House on a voice vote, but its fate is uncertain as it heads  to the Senate.</p>
<p>The Gibbs bill, as well as the Gosar amendment, is modeled after a  similar measure that became law in 2009 affecting National Park Service  land.  Army Corps of Engineers land was not part of that bill, something  the Corps was quick to point out after that law took affect.</p>
<p>The Corps said, in a statement: “Public Law 111-024 does not apply to  Corps projects of facilities . . . [and the Army Corps] will continue  to prohibit loaded concealed weapons on Corps properties regardless of  the new law and notwithstanding any contrary provisions of state law.”</p>
<p>Rep. Gibbs’ bill will reverse the Corps’ decision.</p>
<p>“The Recreational Lands Self-Defense Act is a bipartisan effort to  restore Second Amendment rights to law-abiding citizens while they are  legally camping, hunting, and fishing on the 11.7 million acres of Army  Corps recreational property,” Gibbs said. “Families and sportsmen taking  advantage of this federal land should not have to worry that their  legally obtained concealed weapon permit is invalid.”-[<a href="http://gunowners.org/a08242011.htm" target="_blank">source</a>]</p>

This is enough to block the treaty from Senate passage, as treaties submitted to the U.S. Senate require approval of two-thirds of Senators present to be ratified.</p>
<p>“Our Second Amendment is non-negotiable,” said Hatch.  “We don’t need a bunch of bureaucrats at the United Nations dictating our liberties and freedoms. 			<content:encoded><![CDATA[<p><a href="http://www.geekswithguns.com/wp-content/community.gif"><img class="alignright size-full wp-image-3252" title="community" src="http://www.geekswithguns.com/wp-content/community.gif" alt="" width="69" height="66" /></a>The National Shooting Sports Foundation  (NSSF), the trade association for America&#8217;s firearms industry, today  filed a lawsuit challenging the legal authority of the Bureau of  Alcohol, Tobacco, Firearms and Explosives (ATF) under the Gun Control  Act to compel 8,500 federally licensed firearms retailers in Arizona,  California, New Mexico and Texas to report the sale of two or more  rifles.</p>
<p>Specifically, the regulation calls for  reporting multiple sales of any semi-automatic rifle larger than .22  caliber and capable of accepting a detachable magazine that are  purchased following an FBI background check by the same individual  within five consecutive business days.</p>
<p>NSSF&#8217;s lawsuit, filed in the U.S.  District Court for the District of Columbia, seeks an injunction to  block ATF from implementing the reporting requirement. ATF has sent  &#8220;demand letters&#8221; to firearms retailers in the four states to inform  retailers they must begin reporting such sales by August 14.</p>
<p>NSSF Senior Vice President and General  Counsel Lawrence G. Keane pointed out that if ATF can require this  record-keeping and reporting requirement of law-abiding retailers in  these four states simply by sending a letter demanding the information,  then there is no record or report ATF cannot require of any licensee,  anywhere in the country, for as long as ATF wants. &#8220;This is the  proverbial &#8216;slippery slope,&#8217; and our industry is extremely concerned  about it,&#8221; said Keane.</p>
<p>Keane added, &#8220;At the time Congress  authorized the reporting of multiple sales of handguns, it could have  required it for the sale of long guns, but it did not. <p>Rep. Paul Gosar (R-AZ) plans to offer an amendment this week  protecting gun rights on land controlled by the U.S. Army Corps of  Engineers.</p>
<p>Currently, guns are prohibited on Corps land, even when gun  possession is otherwise allowed by state law. Rep. Gosar’s legislation  would simply remove federal restrictions and allow for the law of the  states (in which such land is located) to govern firearms possession.</p>
<p>The Gosar amendment, modeled after the Recreational Lands  Self-Defense Act (H.R. 1865) introduced by pro-gun Rep. Bob Gibbs  (R-OH), is similar to a 2009 law repealing the gun ban on National Park  Service land. Army Corps of Engineers land was not part of that bill,  something the Corps was quick to point out after that law took affect.</p>
<p>The Corps said, in a statement: “Public Law 111-024 does not apply to  Corps projects or facilities . . . [and the Army Corps] will continue  to prohibit loaded concealed weapons on Corps properties regardless of  the new law and notwithstanding any contrary provisions of state law.”</p>

That is why the NRA`s commitment to freedom, the Second  Amendment and the self-defense rights of good people everywhere never  wavers,” said LaPierre. “Today`s signing ceremony is proof of the value  of the hard work, dedication and perseverance of NRA members in  Wisconsin.”</p>

<p>Truly fervent “gun control” advocates are quite often mentally  ill.  Their most common clinical symptoms, projection and denial, are  barely below the surface.</p>
<p>Because they often entertain a warped contempt of other human  beings, they don’t trust themselves with guns, so they would prohibit  firearms to all.  They also entertain a primitive superstition about an  inanimate object: “Guns are bad! But if he does, he’ll do it grudgingly.</p>
<p>Winrich, a 34-year-old Madison resident and a member of the gun rights group Wisconsin Carry, likes to carry his Glock 17. He’s done it openly for about a year, but he doesn’t like the idea of paying a permit fee to carry it concealed.</p>
<p>“The bill is somewhat reasonable,” says Winrich. “But it still doesn’t change the fact that it’s still a violation of the constitutional rights that are secured by the state Constitution, which says (you can carry firearms for) ‘any lawful purpose’ and the U.S. Constitution says ‘these rights shall not be infringed.’ But yet the state still thinks it can regulate and impose a tax on guns. And that’s just not right.”</p>
